Under the guidance of the Council, COMSCAS adopts the director responsibility system. One director and several deputy directors are appointed to form the Director's Committee. Director's Committee of COMSCAS is responsible for making decisions in daily meetings and consultations as well as managing and running COMSCAS. It also takes charge of making the development goals and strategic planning, organizing theformulation and implementation of COMSCAS's constitution and management systems, determining COMSCAS's annual working plan and budget, cultivating talents and adopting classified and graded examinations, implementing sci-tech tasks as well as managing the obtainment, allocation and utilization of incremental resources. The support unit's legal representative acts as the COMSCAS director.
